Who Owns Restoration? Land Tenure Is the Missing Variable in Ghana’s Climate Resilience Agenda

Ghana can restore forests, riverbanks, farms, wetlands and mined landscapes. But ecological restoration will remain fragile wherever the people expected to protect restored land do not possess sufficiently secure rights, meaningful authority or a fair share of its benefits.

One of the most encouraging developments in global environmental policy is the growing recognition that restoring degraded land is indispensable to climate resilience, biodiversity conservation, food security and human development.

The scale of the challenge is enormous.

United Nations Convention to Combat Desertification (UNCCD) says land degradation already affects up to 40 per cent of the planet, with consequences for billions of people and economic costs that may reach hundreds of billions of dollars annually. At COP17 in Ulaanbaatar, restoration is consequently being discussed not simply as conservation, but as an economic, livelihood and human-security imperative. (unccd.int)

Yet an uncomfortable question sits underneath almost every restoration programme:

Who actually controls the land being restored?

The question sounds legal.

It is ecological.

Because the future of a restored landscape depends substantially on whether the people expected to protect it possess the rights, authority and incentives necessary to do so.

There is no such thing as socially empty land

Environmental projects often represent land spatially.

A map identifies a degraded area.

A technical assessment establishes what should be restored.

Targets are calculated in hectares.

Activities are costed.

Implementation begins.

But land is never merely hectares.

Land can simultaneously be a farm, inheritance, ancestral territory, economic asset, sacred place, grazing route, mining concession, source of political authority and basis of household survival.

In Ghana, a single landscape may involve stools or skins, families, customary authorities, tenant farmers, sharecroppers, migrant farmers, women exercising secondary rights, state institutions, mining interests, district assemblies and other users.

Restoration therefore occurs not merely within ecosystems but within systems of rights and power.

Ignore those systems and technically excellent restoration can become socially unstable.

Why should someone restore land they may lose?

Consider a tenant farmer asked to establish or protect trees on land whose long-term tenure is uncertain.

The ecological argument may be impeccable.

Trees can improve soil structure, regulate temperature, retain moisture, support biodiversity and strengthen climate resilience.

But the farmer faces another calculation.

If planting or protecting trees increases the long-term value of the land while simultaneously making it easier for the landholder to reclaim it, why invest years of labour in an asset someone else may ultimately control?

That is not environmental ignorance.

It may be rational behaviour under insecure tenure.

Similarly, a community may be asked to surrender part of a riverbank to restoration.

Who absorbs the resulting livelihood cost?

Who enforces the buffer once the project ends?

Who receives future benefits?

What prevents another actor from clearing the restored area?

The answers may determine whether restoration survives.

COP17 is making the connection explicit

Today’s COP17 Land and People Day places land stewards, rights and governance directly inside the restoration agenda. UNCCD’s people-centred land-tenure session describes secure and equitable tenure as a critical enabler of Land Degradation Neutrality and sustainable food systems and calls for rights-based land governance to become more deeply integrated into implementation. Other COP17 discussions similarly emphasise customary governance, local knowledge, community rights and the role of land stewards in restoration and drought resilience. (unccd.int)

This represents an important correction.

Restoration cannot simply be something governments, NGOs or investors do to landscapes.

It must increasingly become something legitimate land users and institutions govern together.

Climate finance raises the stakes

The tenure question becomes even more important as restoration acquires financial value.

Carbon markets, biodiversity finance, payments for ecosystem services and other emerging mechanisms can turn ecological improvements into economic assets.

This is potentially transformative.

Communities that protect ecosystems could receive new income.

Restoration could attract capital.

Farmers could be rewarded for environmental services that conventional markets historically ignored.

But the same development creates a new question:

Who owns the environmental value generated by restored land?

Who owns the carbon stored in trees?

Who receives payments for ecosystem services?

Who signs long-term agreements restricting future land use?

Who negotiates with investors?

Who receives compensation?

What happens to tenants and secondary-rights holders?

If these questions remain unresolved, climate finance can make land conflicts more valuable rather than make them disappear.

The greater the financial value attached to an ecosystem, the greater the incentive to contest control over it.

Ghana must avoid green dispossession

There is therefore a danger that deserves explicit attention.

Environmental protection can be socially beneficial in aggregate while imposing disproportionate costs on people with weak political or tenure rights.

A restoration programme may be able to demonstrate increased tree cover while a tenant loses access to productive land.

A carbon project may generate revenue while women who depend on the landscape for livelihoods have little influence over how that revenue is distributed.

A conservation intervention may protect biodiversity while customary users experience new restrictions they did not meaningfully negotiate.

The environmental objective may be legitimate.

The governance may still be unjust.

Ghana must ensure that the transition toward climate and biodiversity finance does not create a new form of green dispossession, in which environmental value increases while the people most dependent on the land lose control over it.

Women’s participation is not enough

This is particularly important for women.

Many environmental programmes are now rightly expected to demonstrate gender inclusion.

But counting female participants at meetings is a very weak measure of inclusion.

A woman can attend every restoration workshop while lacking meaningful authority over the land she is expected to restore.

She can receive seedlings without possessing secure rights to the resulting trees.

She can participate in a project while remaining excluded from decisions over the income the project generates.

The better questions are therefore:

Can women influence land-use decisions?

Can they retain benefits?

Can they participate in dispute resolution?

Can they negotiate agreements?

Can they control resources produced by restoration?

Presence is not power.

A genuinely gender-responsive restoration programme must examine both.

Traditional authority is indispensable, but not sufficient

No serious land-restoration strategy in much of Ghana can ignore customary authority.

Chiefs, stools, skins, family heads and other customary institutions frequently exercise important authority over land.

Their participation is essential.

But community consent should not be reduced to elite consent.

A chief may legitimately exercise customary authority while farmers, women, migrants, pastoral users or tenants hold legitimate interests in the same landscape.

A signed agreement with one authority may therefore be legally or institutionally useful without capturing the full social reality.

Restoration governance should consequently identify both rights holders and affected users.

The objective is not to weaken traditional authority.

It is to make environmental governance sufficiently inclusive to survive conflict.

Every restoration project needs a tenure diagnosis

Ghana should begin treating tenure assessment as a standard component of significant restoration programmes.

Before implementation, project designers should understand who owns the land, who uses it, what formal and customary rights exist, where claims overlap, whose livelihoods may be affected, who will control restored resources and how future benefits will be shared.

The appropriate mechanism will vary.

Not every community needs individual land titles.

Indeed, imposing inappropriate individualisation can itself destabilise legitimate customary systems.

What matters is that rights and responsibilities are sufficiently clear, legitimate, understood and enforceable.

A restoration plan should therefore answer not only:

What species will we plant?

but also:

Who has the right and responsibility to protect them ten years from now?

Restoration agreements should survive the project

Environmental projects have a familiar institutional weakness.

For three years, an NGO coordinates activities, facilitates meetings, pays field officers and resolves disputes.

Then the grant ends.

The project team leaves.

The landscape remains.

A good restoration-governance arrangement should therefore specify what happens after external facilitation disappears.

Who monitors the area?

Who resolves disputes?

Who replaces failed trees?

Who sanctions destructive use?

Who maintains fire belts?

Who decides whether harvesting is permissible?

Who receives future revenue?

What happens if customary leadership changes?

What happens when land changes hands?

The true institutional test of restoration comes after the project closes.

District assemblies need to treat tenure as climate infrastructure

Ghana’s district-level climate planning should also take tenure much more seriously.

District assemblies sit at an important intersection of spatial planning, agriculture, local development, disaster risk, infrastructure and environmental governance.

Land conflict can undermine all of them.

District climate-risk assessments should therefore identify areas where unclear rights could obstruct restoration, water protection, flood management or climate-resilient agriculture.

Restoration planning should be linked to spatial planning.

Customary authorities should be linked more systematically with district climate processes.

Land disputes that threaten strategic ecosystems should be recognised as resilience risks.

In this sense, tenure security is not merely a land-sector concern.

It is climate infrastructure.

Measure governance alongside hectares

The way restoration is measured must also change.

Hectares matter.

Tree survival matters.

Vegetation cover matters.

Soil condition matters.

Water quality matters.

But a landscape can look ecologically improved at project closure while remaining institutionally vulnerable.

Restoration programmes should therefore measure social durability alongside ecological recovery.

Are land users clear about their rights?

Are stewardship responsibilities understood?

Are benefit-sharing arrangements functioning?

Are women and vulnerable land users participating meaningfully?

Are disputes increasing or declining?

Do communities perceive the arrangements as legitimate?

These indicators will not replace ecological measurement.

They help explain whether ecological gains are likely to last.

Restore relationships as well as landscapes

There is a deeper lesson here.

Land degradation is not always merely a failure of ecology.

Sometimes it is a failure of institutions.

People overexploit common resources because governance is weak.

Farmers avoid long-term investment because tenure is insecure.

Conflict prevents collective management.

Benefits are captured by powerful actors.

Rules exist but are not legitimate.

Restoration therefore sometimes requires repairing relationships between people and institutions as much as repairing relationships between people and ecosystems.

That is why land tenure belongs at the centre of Ghana’s climate-resilience agenda.

Ghana needs restoration.

Our mined landscapes need it.

Our watersheds need it.

Our agricultural soils need it.

Our forests and wetlands need it.

But the rush to restore hectares should not outrun the work of building legitimate systems for governing them.

The ultimate measure of successful restoration is not how a landscape looks on the day a project closes.

It is whether the ecological gains remain years later.

And that may depend on a question environmental programmes have too often treated as secondary:

Who has the right, responsibility and incentive to keep restored land restored?
